If you need a 28in (700c) x 23 mm tire for your road bike, you're left with only one choice, Vittoria.
Cons:
-Its fairly pricey. ($24.99 is a lot for just one tire)
-Doesn't look or feel very durable. (This tire is a glued together by multiple pieces.)
Pros:
-Lightweight
-Straight forward install
-Lots of traction on smooth/road surfaces.
