The inner liner seems smooth. The outer coating may not be toughest, it cuts and peels easier than others I use. When I grind the cable cut to square the end using a rotary grinder, neither the inner liner nor the outer coating melt easily, this is a great bonus! The brakes feel positive, not squishy, using this housing.
Some brands of housing cut clean and the inner spiral seems to "snap", other brands cut with more of a tearing and bending of the inner spiral. This brand has the bending sort of cut, and needs to be finished with a file or grinder to remove the bent cut. Trimming the bent cut with a diagonal cutter, easily cuts the outer casing and pulls off more than usual material. Grinding and filing is easier with this than some other brands, and is easy to bevel. The outer coating is not as tight on the inner spiral as some brands, so care and caution is needed when capping with a ferrule, not to accidentally peel the outer casing from the spiral.
It probably should be 3.5 star quality (probably fade soon but it's too early for me to know that for sure), but the color is great, and the feel is actually really good, and at the price, it should be 5 star value, so that is why I gave it 4 stars.
