It has a plastic liner on the top to protect contents from rain and attaches in seconds. The only con I see is if your top tube isn't large, the velcro straps won't cinch down very tight. This isn't a major issue because the third attachment point wraps laterally around the stem or seat post which prevents much rotation. It isn't quite as functional on a MTB because of the need to move a lot on hills, obstacles, etc. I find myself bumping into it a lot so I just keep my stuff in the backpack.
